Our Structure

Formed in 1999, Full Circle is an Illinois nonprofit corporation organized under Section 501 (c) (3) of the Internal Revenue Code. Full Circle is currently staffed entirely by employees and owners of Banner Property Management (BPM) and its affiliates. BPM pays its employees their full wages irrespective of whether they are performing their duties for BPM or Full Circle. BPM will donate the time and energy of the required administrative staff until such time as Full Circle can afford to hire and supervise its own administrative staff.

Full Circle's affiliated management company, Full Circle Management LLC (FCM), seven full-time employees and one part-time employee at its flagship property. FCM depends on volunteers from local, county and municipal agencies and nonprofits to provide services at the property. These programs are coordinated by the property's assistant manager.

Full Circle will initially have two primary geographic focuses: South Florida, and the Chicago metropolitan area. Full Circle's founders live and work in the Chicago area, and BPM and its affiliates have a majority of their properties in the Chicago area. Florida was chosen for two principal reasons: one, properties owned by nonprofits that provide affordable housing generally are eligible for property tax exemptions; and two, their need to preserve and enlarge the affordable housing stock in South Florida is particularly acute.
